Meet Our Executive Team
Phyllis Carpenter, Owner –
Phyllis joined Tri-City under its prior ownership in the early 70’s. She served Tri-City as both Office Manager and Community Manager. With over twenty (20) years experience, Phyllis purchased Tri-City in 1993. She earned all of the professional designations from CAI, including AMS, CMCA, and PCAM. 
As the new owner of Tri-City, Phyllis recognized that a new philosophy, held to this day, was important in achieving successful results and that was to work only for homeowner-controlled community associations and to solely focus on professional community management.   
Phyllis served as a board member of Arizona Association of Community Managers (AACM) after Tri-City joined this group as a founding member.

Jean-Marie Bellington, President –   

Jean-Marie returned to Tri-City in 2001 after having been away from the industry for sixteen years. During her absence Jean-Marie obtained a Bachelor of Science in Business Administration with a focus on Accounting. She worked as the Financial Director for one of the largest YMCAs in the country, in San Diego County. Jean-Marie had worked for Tri-City in the 1980’s in both the Accounting and Community Management Depts.

Jean-Marie is a current board member of AACM, chairs its Education Committee and is a frequent instructor of courses required to obtain and maintain the CAAM designation. She is also a frequent chair, member and writer for various course curriculum. Jean-Marie sits on the Legislative Action Committee for AACM, and is very involved in the legislative process, as it relates to HOA bills.

Aside from her involvement through AACM, Jean-Marie is on the board of the Leadership Centre, a non-profit organization dedicated to providing leadership, education and mediation resources to protect, preserve and enhance Arizona neighborhoods and communities.

Jean-Marie is also a regular instructor for the City of Scottsdale’s—Neighborhood College.

Sherri Youngblood, Director of Management Services 
Sherri brings over 14 years of community association management expertise to Tri-City Property Management Services, Inc. Sherri’s management experience includes supervision of a large management team including portfolio and master planned community managers of multiple property types.  She has personally managed a wide range of properties, including condominiums, master-planned communities, single family portfolio communities and high-rise cooperative apartments.
Sherri has an expansive network and has formed long lasting relationships with vendors. She is an expert in the selection of service contracts and insurance policies for buildings, grounds, pools, lakes, elevators, clubhouses, private streets, gates, etc.  Sherri prides herself on delivering exceptional service and forming relationships with board members and members. She is a firm believer in supportive leadership and education; priding herself on the mentoring and training of her team. She also focuses on board education, as she believes with the right training and guidance, board members will become pillars in their community.  Dedicated to education, Sherri served as an education committee volunteer at the Arizona Association of Community Managers (AACM) and has co-written certification curriculum for the industry.
